It was good chatting with you
yesterday. After our phone conversation, I got in touch
with John Molfi, Administrator, Public Utility Section, Ohio
Department of Taxation (614-466-8613) Molif’s comments were
very revealing. Essentially, there is absolutely nothing
that we can or should do before the Tax Commissioner
renders his determination on the Duke appeal. If his
ruling is favorable to our interests., OK. If not, any and
all appeals must go through our County Auditor. If Duke’s
request is rejected and it goes to the Tax Court of Appeals,
we could then file an Amicus Brief with the Appeals Court.
Unless you have any other ideas in this regard, I guess we
should just wait for the Commissioner’s determination.

PS. As an aside, Molfi did indicate
that the valuation approach being offered by Duke has never
been in favor in Ohio. This is a “Cost Less Depreciation”
valuation state!

To all,
I want to notify everyone of a significant event that is
occurring in August and the financial impact that this event
will have on all current and future budgets. By now many of
you have attended meetings with Duke Energy regarding their
second half Personal Property Public Utility tax payment.
Duke Energy filed an appeal with Tax Commissioner seeking a
significant reduction in taxable value. As a result of this
appeal the taxpayer is only required to pay the tax on the
undisputed value identified on the appeal as the reduced
assessed value. The company has requested a reduction of the
assessed value in the amount of 40%. This means that they
are only required to pay 60% of the tax bill. No one was
affected by this for the first half settlement in February
due to the fact that the company paid the full amount of the
bill. Duke Energy is now informing everyone of their
intention to tender pay the second half bill. This means
that they will be paying 60% of the bill for the second
half. To put this in financial terms Duke Energy pays
approximately $7,784,000 each half which is distributed to
each political entity. The anticipated payment in August
will be approximately $4.670,000. This is a reduction of
approximately $3,100,000.
I have
attached a spreadsheet showing all the financial impact
of this transaction. The first column shows what would have
been distributed with a full payment, the second column
shows what is anticipated to be distributed if a payment at
60 % is made and the third column is the project loss of
revenue from this transaction.
Please keep in mind that this information only reflects the
second half payment. Discussions with Duke Energy indicates
that their intent is to tender pay for future years.
Therefore the revenue loss would have to be doubled for the
year.
The appeal was for tax year 2009 therefore if they are
successful in their appeal they would be entitled to a
refund for the overpayment from the first half settlement.
If they are unsuccessful in the appeal of value they would
owe the back taxes (40%) plus interest. They of course would
be able to appeal any decision by the Tax Commissioner.
I understand that this information may be confusing as well
a disappointing. It may be necessary to make adjustments to
your estimated resources in August. If you have any
questions concerning the information presented or the
process in general do not hesitate to contact me.

Our thanks to Frank Renn for setting up a meeting with the
County Engineer’s Office on Friday, June 4th. The purpose
of the meeting was to discuss the Clermont County Access
Management Regulations that are being prepared for adoption.
Pat Manger, County Engineer, and his staff members Craig
Stevenson and Jeremy Evans, were there to speak about the
specifics of the regulations. They did a good job of
explaining how the regulations work and why they are deemed
necessary. The Association was represented by Frank Renn,
Frank Wilson, Jerry Saylor, Tom Wildey and myself. It was a
productive meeting and I thank the Engineer’s Office for
arranging to meet with us. It’s good to know that we can
request a meeting with our County officials and have our
request met in such a timely manner.

Sorry I’m late getting the message out about our last
meeting but we just had hardwood floors installed at our
house. Need I say more??
Thanks to Stonelick Twp. for hosting our May 20th
CCTA meeting. They have a great facility, the food was
delicious, the program was timely, and we had a very
good turnout. Seldom do you see that many Firemen
without a fire. Thanks again to Stonelick for their
efforts on behalf of our Association.
The next meeting is the picnic at Ohio Twp. on June 17th.
This is aways one of the really enjoyable meetings of
the year. Bring FOOD!
Also, at the May meeting we voted on the CCTA donations
for 2010. They totaled $9,000.

March 19, 2010
Hello All....
Great meeting last evening, with 12 of the 14 Townships
represented. Wayne, Williamsburg, and Ohio had all three
Trustees as well as Fiscal Officers present. A total of 47 were
in attendance. Our thanks to the folks from the Board of Health
for hosting the meeting.
We discussed cooperative efforts that may provide opportunities
for our residents to save money on natural gas and electricity.
Copies of the presentation provided us by Energy Alliances will
be sent out to those who were unable to attend.
Spring Banquet Update.... Several members turned in sponsor
money. To date, Union Twp. has raised $1425 and Stonelick Twp.
has raised $1200. WOW !! Paul Ritchey kindly sat in for Joyce
and collected the money. Thanks Paul, you did a great job. Our
next Banquet Committee meeting will be on Saturday, March 27th.

March 1, 2010
Our Banquet Committee met on Saturday and we had another good
turnout with 12 of the 14 Townships represented. Tickets for the
Banquet were passed out by Joyce (Thanks
Joyce) and money was collected. Several
items were discussed but the primary topic was that the date of
the banquet has been changed from 4/22 to 4/29. Tom
Dix was asked to find a speaker and he was able to get Dave Lapham of
the Cincinnati Bengals. Mr. Lapham was
not available on the 22nd so
the Committee decided to move the date to the last Thursday of
the month, April
29th, to accommodate his schedule. Tom has
taken care of clearing this date with U. S. Grant and Ray Forsee. Hopefully
this works out well and we have a huge crowd. Bring your candles
just in case we have a repeat of last year’s power outage. It’s
amazing how much fun you can have, even without electricity.
Also....As
mentioned in a previous email, our trip to Zenia for
the Zone #5 Fish
& Wildlife Board Meeting is
this coming Saturday, March 6th at
12:00. The location
is the Green County Fish and Game Association Club House at 1538
Union Rd., Zenia.
(Ph. #937-372-9261) For those wanting to ride together or follow
each other, we plan to meet at the Batavia Township Community
Center at 9:30. Thought
we may stop about half way up and have a late breakfast or early
lunch.

Hey
Everyone,
We
had an interesting meeting at Pierce Thursday night and the food
was great. They have a great setup for having a meeting. A
special thanks to Bonnie, Chris, Karen, Greg and Donna plus the
employees who cooked and did all the preparations.
This was the second meeting at which we talked about the deer
problem. Terry Glynn, our Clermont County Wildlife Officer, gave
an interesting talk and took questions from the audience as well
as provided us with a number of very interesting handouts.
We
have gotten coverage in the local press about this problem and
the OTA Magazine is going to look at doing an article pertaining
to this in the near future. They are also providing us with
contact information on elected officials at the state level whom
we can contact requesting some action on their part.
POINTS FROM OUR MEETING...
1. Land owners and their immediate family do not
need to buy a hunting license nor a permit to hunt on property
they own.
2. Land owners can give permission to hunt and if
the permission form is filled out then there is no owner
liability associated with the hunting.
3. Land owners could require hunters to take
several does before killing a buck. If the hunters don't comply
with this request, then the land owner could refuse access.
4. Permits can be issued for limited hunting on
Township or County land using permission forms and using
specific weapons (bow hunting).
5. Nuisance permits are issued on an individual
basis after there is an evaluation of property damage caused by
deer (orchards, gardens, crops). The permit holder can reduce
the number of deer anytime during the year using a variety of
weapons.
6. Hunters may donate their deer to food pantries
or shelters and they don't have to pay a processing fee.
7. District 5 Fish and Wildlife meeting is on
Sunday, March 7, 2010. Information on the meeting location will
be forthcoming in case you want to attend.

January 25, 2020 - JANUARY 2010
January's meeting was well attended (65 people) with
Trustees from all 14 Townships represented and several of
our Fiscal Officers as well. We also had State Rep. Joe
Uecker, County office holders including Commissioner Ed
Humphrey, Auditor Linda Fraley, Recorder (former Trustee)
Debbie Clepper and County employees Rob Alfieri, Dave
Spinney, Marty Lambert, Todd Gadbury, and Bobbi Griswold.
Numerous other guests and associate members including
Township employees and former Trustees and Fiscal Officers
also joined us. I'm probably forgetting someone!
We discussed, as our primary topic, the complex problem of
the overpopulation of deer in our County. There was a time
of sharing and handouts were distributed with some
interesting information. I'm mailing copies to the ones who
were unable to attend.
The lucky door prizes winners were Donna Cann and Don
Wilson.
Our meeting at Pierce on Feb. 11th
(this is a change) will be a follow up with
a presentation from our Highway Patrol Post Commander
Lieutenant McElfresh and a question and answer session with
our county Wild Life Officer, Terry Glynn.
We, as an association, do not have the knowledge or the
authority to dictate possible actions however we can play a
role in educating the public and informing the powers that
be as to our concerns and encouraging them to come up with
some solutions which may better serve us.
In conclusion, for the ones who will be going to Columbus
for Winter Conference, we might also communicate our
concerns at that level as well.

January 5, 2010 - President's Message
WELCOME TO 2010....... ! (It's here
anyway)
Just some things to bring everyone up to date. Mark your
calendars for January 21st at 6:30 PM for our first CCTA dinner
meeting of the year. It will be hosted by Batavia Township
Trustees and will be held at the Batavia Township Community
Center, 1535 Clough Pike. Chef Denise Kelley and her kitchen
crew, Rex Parsons and Dave Sheppard, will be preparing the
meal. The menu will include her famous Alaskan Salmon recipe.
Sounds fishy to me!
Membership cards will be distributed and the 2010 meeting
agendas will be discussed. Come prepared with suggestions for
possible topics of discussion, keeping in mind that we as
Trustees represent the entire county at a grass roots level and
we try to address the everyday problems encountered by our
residents.
OUR
MAIN AGENDA ITEM FOR THIS FIRST MEETING OF THE YEAR WILL BE THE
PROBLEMS ASSOCIATED WITH THE EXPLODING DEER POPULATION.
Is
there anything that can be done about it? Are there any
solutions that we can actively participate in that we're not now
doing? Let's see what we can come up with. Clermont County Game
Warden, Terry Glynn, will be at the meeting with a short
presentation.
Our

Beckworth, our Vice President, is heading up the committee.
Please contact him at 520-5150 when you decide who will be
representing your township.
I
am looking forward to a rewarding year that includes the
participation of all 14 Townships. I would love to have 100%
attendance at the first meeting. Maybe we'll
give a door prize.

Great meeting in
Burg on the 19th. The food was excellent and what a great place
to meet. Special thanks to Guy Bainum, Bari Henning, and Jim
Taylor for hosting.
We had a really
great turnout with 29 Trustees, several Fiscal Officers, 5 of
the 7 newly elected members as well as a large group of
associate members.
A special thanks to
Ed Humphrey for his continuing support of our organization (he
really is one of us).
Thanks for choosing
me as your president, Kermit Beckworth as vice president, Joyce
Richardson as secretary-treasurer and Guy Bainum as our
representative to the State Executive Committee. Also, Karl
Schultz will represent us in 2010 at OKI. Thanks Karl.

November 17,
2009 - October & November – PRESIDENTS CORNER
We entered the fall
with three excellent monthly meetings. . .August – Union
Township, September – County Engineer and October – Sheriff.
Kudos go out to the Union Township Trustees, County Engineer Pat
Manger and Sheriff Rodenberg. Thanks gentlemen.
Our final regular
monthly meeting will take place Thursday, November 19th at the
Williamsburg Township Firehouse @ 6:00. At this meeting you will
elect your new officers for 2010 and meet the newly elected
Trustees. Don’t be left out, come to this important meeting!!
Let’s have a full house.

for our annual Christmas Party for Thursday, December 10, at
Pattison Park Lodge, Owensville. More information will be
forthcoming on this special event.
Henry Ford once
said that coming together is a start; keeping together is
progress; working together is success! At our September meeting,
Dan Ziegler of Duke Energy shared with us details on an discount
electric buying program though the Clermont County Township
Association. By banding together, each participating Township
will save upwards approximately 15% on their electric bills next
year. Eleven of our fourteen Township representing 5,873,000 KW
of electric usage (95% of the aggregate KW usage for all
fourteen Townships) for the previous twelve month period elected
to join the CCTA pooling arrangement . This successful example
demonstrates the real benefits of working together with and
through our County Township Association. In the future, this
cooperative approach to common problems and/or opportunities
that should yield similar results. Congratulations to the eleven
participants. Next year, the Association should work on pooling
arrangements for salt and/or fuel.

September 11, 2009 - September - PRESIDENTS CORNER -

Kudos go out to Union Township Trustee’s Donnellon, McGee and
Beamer for hosting our August meeting. The food and facilities
all were first class. At the meeting, Frank Wilson, give a
colorful update on his activities at the 2009 Clermont County
Fair Junior Fair Auction. These photo’s testify to Frank’s good
work and the young people that our Association supported. Thanks
again. . .FRANK.
At the Union
Township meeting, we discussed Rex Parsons suggestion that we
establish a uniform time this year’s Beggars Night.
We
agreed to set 6:00 to 8:00PM as the uniform time for Beggars
Night, Saturday, October 31th.
By now most
everyone has received a copy of my Township salt survey. This
information came too late for the 2009-10 salt buying season,
but could be helpful next year. If you did not receive a copy of
this report, kindly call me at 314-9086.
You know fall is
near when the County Engineer hosts our September meeting at the
Clermont County Fair, Thursday, September 17th. This has always
been one of our more popular meetings. . .perhaps the delicious
steaks could be one good reason. As in the past, various vendors
will be in attendance with their products or services. Plan to
attend.
Last month, Wade
Grabowski, County Manager of Facilities, negotiated with Duke
Energy a discount consolidating electric buying program for our
county government. Wade projects that this plan should save the
county up to 20%, the first year. Accordingly, if the 14
Clermont County Townships join together in a Electric Buying
Consortium, we should be able to achieve similar savings. Dan
Zeigler, Duke Energy’s Managing Director – Business Development,
will be at our meeting this month to share with us the details
on this energy buying plan. In this regard, I have been polling
all of you as to your individual township electric usage
for the past twelve months. Hopefully, I will have an aggregate
14 township electric usage number to use in this discussion.
Given the need for all of us to contain expenses, I expect and
encourage a lively discussion on this vital issue.

- June, July & August - PRESIDENTS CORNER
Your President has
been rather delinquent in keeping everyone current with news on
our Association. So bear with me as I try to condense three
months into one.
For the first time
for a long time, Stonelick Township hosted the May meeting on
the 21th at their new firehouse. It is a beautiful and
functional structure. Our thanks go out to Trustee’s Beckworth,
Hanley and Humphries for hosting a great evening. On the evening
of June 18th, Ohio Township hosted our traditional June Picnic
at the Ohio Township Park. The turnout was record setting, the
weather was perfect and all enjoyed the wonderful “Home Cooked”
food that everyone brought to the harvest table. All this could
not have happened without the warm support of the Ohio Township
Trustee’s . . . . Hayslip, Hinson and Renn. Thanks. . .Guys.
July is the month
that we switch out of our monthly meeting mode and defer to the
County Fair and long time Tate Township Trustee, Frank Wilson.
At the Junior Fair livestock auction during Fair week, and on
behalf of the Association, Frank purchased two lambs, one feeder
calf and one steer. Frank will give us a full report on his fair
activities at the August 20th Union Township monthly meeting.
Don’t forget to attend the August meeting. The Union Township
Trustee’s always give us a great evening.
Earlier this month,
I circulated, via Email, information of the 2008/2009 season
salt sourcing and usage by our 14 Township.

Presidents Corner
Your 58th Annual Spring Banquet was an “Over The Top” occasion
with more than 300 people in attendance and Ad sales up 30% over
last year. Lee Cornett and his dynamic Banquet Committee came up
with record breaking numbers in both attendance and Ad sales.
All this was accomplished in a down economy. A special thanks to
Bill Gilpin of Rapid Sign and Fiscal Officer of Ohio Township
for the new larger program and excellent signage. They and our
sponsors deserve our gratitude and thanks. When the lights went
off in Bethel at the start of the evening, Grant Career Center’s
Ray Forsee and his culinary staff effortlessly switched to a
dinner by candle light mode and meal portion of the evening went
off without a hitch. The lights came back on in time for an
excellent presentation by Anthony Munoz. He connected with the
audience and it with him. Most importantly, everyone in
attendance enjoyed the food, fellowship, door prizes, and
Anthony. It was one great evening! Mark your records for the
2010 banquet which is set for Thursday, April 22, 2010 (again at
the Grant Career Center).
Set your sights for
the May monthly meeting to be hosted by the Stonelick Township
Trustees. The date is May 21th at the new Stonelick Township
Firehouse located at 2541 US-50 (+-1 mile east of Owensville
across from the library). The May meeting represents Stonelick’s
first opportunity to host a monthly function. The Arch Group
will make a Powerpoint presentation on the details of their new
deep shaft limestone mining operation in Jackson Township. This
shapes up to be a very good evening. Plan to attend. Let’s have
a full house for our hosts.
Trustee’s
Christopher Knoop, Bob McGee and Karl Schultz have agreed to
serve on the Clermont County Access Management Advisory
Committee. This is an important county transportation assignment
and our organization will be well represented by these
gentlemen.

Excitement is
growing for our annual Spring Banquet at the U.S. Grant Career
Center in Bethel on Thursday, April 16th. All indications lead
us to believe that this year’s event will set a record for
attendance and sponsorships. Obviously, people want to hear our
speaker, Anthony Munoz. If you plan to attend and have not
already sent in your reservation, you can call it in to Lee
Cornett, Banquet Chairman, at 732-3888 or 310-6057. See everyone
in Bethel on the 16th.
The Clermont County General District Health District’s March
meeting was well attended. Health Commissioner Marty Lambert
gave us a detailed up- date on various issues facing the
District and provided the attendees with a good meal. Ray
Cadwallader was once again unanimously re-appointed to the
Health District Board.
Danny Bare and the Clermont County Veterans Services Commission
are planning a series of excellent Veterans programs upcoming on
May 15, 16 and 17. Danny will be contacting each Township asking
for our collaboration and support. . . which he will willingly
get. If you have any questions as to how your Township can

March 11,
2009
The
February 19th monthly meeting hosted by Pierce Township was very
well attended and a good time was had by all. Everyone had a
choice of the Famous Pierce Township Oyster Stew, prepared
Assistant Fire Chief Scott Light, or, Firehouse Chili, that was
the handiwork of Zoning Inspector Donna Cann. Both entrees were
so good many of us sampled each item. The evenings speaker was
Dr. Milovan Beijin, a noted hydrologist, who shared with us the
concept that water, not energy, is mankind’s “Achilles’ Heel”.
He predicted serious worldwide water shortages within the next
25 years. The good news is that, Ohio and Clermont County, in
particular, are well served with a long-term supply of high
quality water. A special thanks goes out to Trustee’s Batchler,
Conrad and Knoop, for being such splendid hosts.
Mark
your calendars for our March 19th get together hosted by the
Clermont Count General Health District in the County Engineer’s
conference room located at 2379 Clermont Center Drive. Dinner
starts promptly at 6:30PM. We will hold a brief CCTA meeting
after dinner and Health Commissioner ,Marty Lambert, will lead a
CCGHD Advisory Council meeting at 7:45PM. This is always a good
and informative meeting. Plan to attend.
The
58th Annual Spring Banquet Committee is on track for another
fine event on April 16th. at the Grant Career Center in Bethel.
Committee Chair, Lee Cornett, is on the lookout for a few new
sponsors. Sign them up and/or call Lee (310-6057) if you need
any help or information.
By now,
most of you have received information as to how your township
can access the federal stimulus money trough. All stimulus
funding requests must be submitted via the web site http://recovery.ohio.gov/ .

The 2009 monthly meeting schedule started out with bang at
Batavia
Township.
The food was excellent and State Representative and Marine
Colonel Danny Bubp shared with the full house in attendance a
first hand on the ground report of all things Iraq. His story
about
Iraq
was totally different from the media’s version. Thank you Danny
for your service to our country. Kudos for a wonderful evening
go out to Archie Wilson, Lee Cornett, Jennifer Haley, Rex
Parsons and Denise Kelly (especially to Denise for preparing
Lee’s salmon with her special sauce).
It’s February and that means Oyster Stew evening at
Pierce
Township on Thursday, February 19th. Our special
guest will be Dr. Milovan Beljin who is an internationally
recognized groundwater hydrologist. I first got to know Dr.
Beljin with his ongoing consulting work for Brown County Rural
Water and found him to be very knowledgeable as well as being a
warm individual. You will learn from Dr. Beljin that water, not
energy, is becoming mankind’s “Achilles Heel”.
All empty Trustee slots in the county have now been filled.
Batavia
Township
selected James Sauls, Jr., Miami chose Karl Schultz and Union
Township returned Tim Donnellon. Congratulations and welcome
aboard Jim, Karl and Tim.

Anthony Munoz, NFL All Pro offensive lineman who has
become very highly regarded, since football, for his speaking
and charitable endeavors. Anthony is a class act and his message
should be well received. All things considered, we should have a

By now, you have noted your 2009 OTA membership card. This
year for the first time, its laminated and has our county
meeting schedule and wed site on the back.
Although this year’s monthly meetings each have a full
agenda, we will attempt to squeeze in enough time at the end of
each meeting for our “Roundtable” discussions.

The Christmas Dinner held at the Pattison Park
Lodge was deemed to be a success. The food and
ambience were great and all those in attention
enjoyed themselves. We sent Ed off with a nice
framed motivational eagle which now is hanging
proudly in his office at the County
Administration Building. You will quickly note
Ed’s eagle when you drop by his office. Even
with the new duties of a County Commissioner, Ed
has graciously agreed to continue on as the Web
Master of the Association’s Web Page. A huge
help to the Association. Thanks ED! The 2009
Christmas Dinner date has been set for December
10th at the same place. By moving up this year’s
dinner, perhaps we can avoid some of the
conflicting functions during that time of year.
Work on your appetite for our first County
Association meeting on Thursday, January 15
@6:30PM at the Batavia Township Community
Center, 1535 Clough Pike. Last year Lee Cornett
contributed mouth watering salmon that he
caught during his annual summer Alaskan fishing
sojourn. Lee is again “Kicking In” more great
Alaskan salmon for our January dinner. Our
special guest will be State Representative and
Marine Colonel Danny Bubp. Colonel Bubp will
share with us his firsthand, non-media filtered,
experiences during his recent eleven month tour
of duty in Iraqi. Don’t miss this one. Plan to
be attend. Joyce Ann will be sending out the

Meeting. This is a very important meeting and
Lee Cornett will be our “Dinner Leader” this

even harder this year. Coffee and donuts will be
