Meeting Called to order at 6:30 P.M. by Ed Humphrey, President

CLEAN AND GREEN PRESENTATION By Becky Ploucha

 

Becky provided 4 bulletins in a packet for each township

1.      Keeping Clermont County Litter-Free and Beautiful

2.       Master Recycler Composter

3.      Waste Prevention through Recycling and reducing Junk Mail

4.      Adopt a Spot

  

Events and Programs:

            Spring and Fall Litter Pickups

            Ohio River Sweep

            East Fork River Sweep

            Master Recycler Composter Program

            Adopt a Spot Program

            Roadside Rainbow

 

Most recent project was on Oct. 21, called the fall litter pickup of which Batavia, Felicity, Milford, New Richmond and Withamsville participated.

 

Becky stated that the Clean and Green program is looking for support.  That support can come in the way of personal assistance as well as each township being asked to donate the sum of $500.00 to the program to provide resources and assistance with a plan to beautify the county.

COUNTY WIDE LAND USE PLAN By Tim Hershner

 

Tim Hershner the Clermont County Planning Supervisor and Lou Ethridge planner provided the following report of a County Wide Land Use Plan Update.

 

It is intended that there will be a single County Land Use Plan that incorporates all of the 14 different townships land use plans.  It was noted that there are 119 different zoning aspects to consider when combining the plan.  Hershner said, "The County wants to work with each Township to see that their individual concerns and desires are incorporated in the new plan."  Presently the new proposed plan has consolidated the 119 zoning aspects into 6 categories.  The county is requesting that each Township review the county proposal and see how it fits with their Township's objectives.

 

When the original Land Use Plan was established in 1978 it comprised the following:

40% of the county land was designated as being for Conservation

30% for Agriculture

20% Residential

5%   Recreational

5%   For Commercial and Employment uses

 

It was noted that the needs have changed and thus the plan must be updated.  Each Township has independently progressed with their own issues having some involvement with the County.  If the County is to prudently respond to development trends and

 

provide for the continual need for infrastructure needs, there needs to be continuity and coordination among the Townships.

 

Mr. Hershner stated that the county would like a decision from each of the Townships by December 15, 2006, so that they could go ahead with the plan.  Several of the trustees spoke of their concerns about being able to provide an answer (approval or request for changes) by December 15.  Mr. Hershner said that he understood the need to give the townships more time and requested that each Township discuss the possibility of either having a seminar/workshop or having Mr. Hershner or his staff visit with them directly.

  

Committee Reports:

 

Nominating Committee (Mike Keeley, Chairperson)

Mike stated that the committee wished to provide the name of Ed Humphrey for President, Joyce Richardson for Secretary/Treasurer, and T. J. Corcoran as Executive Committee Person for the State Association.  It was noted that there was not an individual nominated at this time for Vice President.

 

Greg Conrad made a motion that all those stated by Mike Keeley be approved with the understanding that his motion didn't include a name for Vice President.

 

Craig Ridgon Seconded the motion

The motion was voted on and was unanimously accepted.

 

There followed discussion regarding the selection of a Vice President.  No one who was asked to accept the nomination accepted.  It was decided that phone calls would be made to find a candidate for V.P.

 

Ed Humphrey was not available to provide a committee report on the things that he was involved with.  Ed had excused himself from the meeting after the meeting was opened to attend a separate function.  He planned to return near the end of the meeting at which time he reported on the Christmas Party:

 

The Christmas Party will be held on Thursday December 21, 2006 at Miami Township Civic Center, 6101 Meijer Drive.  6:30 P.M. social time and 7:00 P.M. Dinner

All expecting to attend were asked to RSVP to Joyce Richardson who would be sending out cards.

Judge Haddad will provide the swearing in of officers

Cost $10.00 per person (members)

 

Bari Henning who is on the 911 Cellular Committee stated that his report was the same as he had made at the previous township meeting.  He noted that of the total 911 calls 2/3 went to the county and 1/3 to Union Township.  That would be a factor in the financial structure of the program.

  

PTom Dix reported on the OKI Integrating Committee:   Tom stated that the primary focus of OKI at this time was the I-75/71 Bridge over the Ohio River.  Tom also stated that there were some delays in the continuation of the 32 corridor project due to environmental concerns about the proposed crossing of the Miami River.

 

Debbie Clepper was asked about a storm water committee report.  She said that Ed Humphrey would have information.
