CLERMONT COUNTY TRUSTEES & CLERKS ASSOCIATION MEETING

                                                             

MAY 15, 2003

 

 

Franklin Township hosted the monthly meeting which began at 6:30 p.m. at the Feed Mill Restaurant in Felicity, Ohio.  After an enjoyable dinner, members went to the Community Building for the business meeting.

 

Ed Humphrey, President, began the business meeting at 7:58 p.m. with the Pledge of Allegiance.  Curt Hartman gave a prayer.

 

Ed Barber, OTARMA insurance agent, gave a short presentation of their insurance program.  He stated that the program has 850 members, and all but four of the Clermont County Townships are already enrolled.  They offer health and disability benefits and will gladly give free proposals.

 

The President noted that Joyce Richardson, Secretary, was absent; therefore the minutes from the previous meeting were not available.  Carole Schulze, Office of the Clermont County Engineer, was asked to take minutes for this meeting.  Sandra Graham, Township Representative, was also absent.

 

Roll call was taken and showed the following attendance for each township:

Minton Christman, Treasurer, gave his report which showed the association having a balance of $19,011.34.

 

Ed Humphrey suggested that the Association support the Jr. Fair Board by donating $100.00 for all their help and efforts at the Township Spring Banquet each year.  Tom Dix made a motion that the amount donated should be $250.00.  James Danbury seconded the motion with all in favor.

 

Ed spoke about the fuel tax bill that is in the Senate and urged the group to contact their Senator if they so desire.  He also informed everyone about the House increasing township monies to $40,000.00 per township.  Larger townships will receive more money due to lane miles.

Miami University sent a letter asking for nominations for the OPWC Board.  Final votes will be tallied with May 30, 2003 being the deadline for nominations.

 

Ohio Township Association sent a letter regarding the Summer Conference which is August 6-9, 2003 at the Hilton Netherland Plaza in Cincinnati, Ohio.  The three areas in which they need help are volunteering, utilizing your contacts, and financial contributions.

 

Ed informed the group about NATaT, a State Association, that he and Joe Uecker attended last year.  He felt that it was very beneficial to attend on the State level and that persons should make a nomination to be sent this year.

 

An update was sent from the Communications Advisory Board.  Everyone was given a copy and the update was discussed.  A copy is available from the President if needed.

 

Information regarding various committees for the Clermont County Township Association was given to everyone and was then discussed.  A copy is available from the President if needed.

 

Minton stated that Senior Services was asking for a donation.  A donation of $500.00 had been given several years ago.  Frank Wilson made a motion to give $1000.00.  Joe Uecker seconded the motion with all in favor.

 

Tom Dix stated their was no report from OKI.

 

Ed asked for a motion to pay $105.00 per year for a County web site.  The web site would contain minutes of meetings, schedules, the constitution and the by-laws.  Tom Dix made a motion to pay the $105.00 per year for the web site.  Curt Hartman seconded the motion with all in favor except for Minton Christman.

 

Minton reported that there was certification showing 100% membership from the Township Association.

 

Minton discussed insurance coverage for the group.

 

The next meeting will be held at the Ohio Township Park and will be hosted as a picnic.  Everyone needs to bring a covered dish or a dessert along with eating utensils.  Soft drinks and fried chicken will be provided.

 

Virgil Pollard asked that transmittal forms be completed to identify donors for the Spring Banquet.

 

Chief Deputy Rick Combs, Clermont County Sheriff’s Office, gave a presentation on terrorism.  He reported that there aren’t any reports of terrorism in Clermont County at this time, and that law enforcement agencies have persons working with the FBI.  Also discussed were different

areas that terrorists might use and what the law enforcement agencies are doing to keep a check on those areas.

 

Beth Nevel, Communications Center, stated they have received $300,000.00 in money to work

with the terrorism.  There is a Terrorist Advisory Committee and a representative is needed from the township to serve.  Curt Hartman volunteered.  Joe Uecker made a motion to appoint Curt as the representative.  Rick Hinson seconded the motion with all in favor. 

 

Ed informed the group that mitigation funds were available from the weather disasters in other counties.  Miami Township met the threshold of ½ of 1.00% of their allocated budget of $18.5 million.  They will receive $200,000.00 from the recent storms.  June 13, 2003 is the deadline to apply through the mitigation plan.

 

Beth Nevel informed the group of a meeting that will be held on May 29, 2003 at 4:30 p.m. at the Communications Center for funds in the future.

 

Minton stated that he felt Trustees were not notified of meetings and events.  He felt that post cards were not being mailed to all persons; therefore attendance could be down due to this problem.  Ed will fax minutes of the previous meeting, minutes of this meeting and a cover letter to all townships.  Future minutes will also be faxed with a cover letter in the same manner.

 

Ed asked who had served on the Fair Committee in the past.  Marcus Taulbee, Minton Christman, Frank Wilson, Rick Jennings and Virgil Pollard had served.  Ed stated that he wants to participate this year as well.

 

The meeting was adjourned at 9:18 p.m. by Ed Humphrey.
